Portland's Langley Investment Properties makes an offer on Oregon City's Blue Heron mill
A Portland company made an offer this week to buy the Blue Heron paper mill in a deal that gives the firm up to two years to complete the transaction.
Langley Investment Properties submitted a letter of intent and is expected to sign a purchase agreement by the end of the month, said Peter McKittrick, the bankruptcy court trustee in charge of liquidating the Oregon City mill's assets
Next year, Oregon City will adopt a master plan that specifies zoning, street locations and open space requirements. That will give developers a clearer idea of what is permitted.
Clackamas County Water Environment Services wins bid on West Linn’s Blue Heron property

Clackamas County Water Environment Services (WES), on behalf of Clackamas County Service District No. 1 and the Tri-City Service District has been approved by the Federal Bankruptcy Court to purchase the property formerly owned by the Blue Heron Paper Company in West Linn. The Clackamas County Board of County Commissioners, acting in their role as the governing board of the districts approved the $1.75 million purchase price earlier this year.
The purchase of this property includes approximately 39 acres of land and key environmental assets including; a valuable outfall into the Willamette River, easements and existing environmental infrastructure. The districts will use the sites outfall to meet the challenges of increasingly stringent rules regulating heat discharges into the Willamette River.
Formal closing of the purchase is scheduled for June 16. WES is in continued discussions with the Oregon Department of Environmental Quality (DEQ) and the City of West Linn regarding the future of the site. The Districts and the City have committed to an extensive community engagement process to discuss potential future uses for this site.
