Maps and plans do not jive

Coordination with Clackamas County missing.  If maps throughout the state differ on key elements, which plan supersedes the other?  In Clackamas County and Tigard, citizens now have the right to vote on rail projects through their jurisdictions.  Why don't Lake Oswego citizens have this right?  

High Capacity Transit (HCT) System Plan

High Capacity Transit Planas part of the recently adopted Clackamas County TSP and Comprehensive Plan.  Do the cities, counties, Metro and the state talk to each other, or are planners on another wavelength that mere humans don't "get."  The HCT using the train tracks was removed from LO TSP maps, and ODOT removed the Lake Oswego route from its "high speed" rail line from Eugene to Portland.  But here it is.  What do Metro's maps have?   And what are the real plans for LO?  Has anyone told told the RR we're taking over their ROW?
